7 or 8 years ago, teachers of Chinese already noticed problems that students might face in class. After collating these problems, we planned to tackle different problems in different year levels. We collected information horizontally by year levels, and made plans vertically, by teaching students different reading strategies from P1 up to P6, hoping that by the time they complete primary school, their reading ability will have been raised. During the course of teaching, every year we would collect various data to understand the students' needs, and to analyse where students have not attained the requirements, and where we may need to further develop. This is how we develop students' reading.
