ESR is a process of validation. SSE is a school reviewing itself, but it may be necessary to have an external agent of authority to see if the school's self-evaluation is consistent with the evaluation made by the external agent. If it is consistent, then the effectiveness of the school's work can be validated, and if not, the school may come to know some other perspectives to help the school to self-improve.
