Role of principal in SSE, appraisal and peer observation

It's the school vision to strive for excellence, and our school encourages every one to learn and to mutually care for others. When teachers take up their posts here, I will tell them about this vision, so they all know we have this demand. It is a challenge to do peer evaluation and self-evaluation, and not everyone will accept it, so I would try to help in two ways. First, I'll give colleagues a sense of security. It's stimulation, but not a threat. For example, when observation was first done, we encouraged teachers to select which subject and which lesson to make available for others to observe, so they could take time to get used to this without too much pressure. Secondly, I wanted teachers to feel it's a fair system. They will use the same criteria to do self-evaluation as well as peer-evaluation, including evaluating the principal. I don't want them to think that only the ones with authority can evaluate others, but instead, evaluation is a concerted effort to strive for excellence.
